Description

测试步骤：
1.测试电脑Telnet连接网关，打开dbus-monitor：dbus-monitor --system &；
2.使用TMAC或同类软件修改测试电脑的MAC地址，使得LANHost达到网关支持的最大值（默认64个，不必所有LANHost实例都在线）；
3.达到最大值后，使用dbus命令查看下挂设备清单；
4.手动接入一个新设备到网关，观察dbus-monitor信号，查看是否有对应的实例增加的信号释放；
cat /tmp/.uci/cloudclient.log 查看网关中间件日志，查看对应设备的NewDeviceNotification通知

预期结果
4.有NewDeviceNotification

实际结果
4.有NewDeviceNotification，但是其他参数里面IP地址是0.0.0.0

ipc_service 里面加了ip更新的动作，获取ip为0.0.0.0， 10.0.3.x, 169.154.x.x时从arp再获取一次
